Seal Of Civic Engagement


The State Seal of Civic Engagement (SSCE), marked by a gold seal on the diploma or transcript, recognizes California public school students who demonstrate excellence in civics education and participation, and an understanding of the United States Constitution, the California Constitution, and the democratic system of government. 

To be considered for this award, students must complete the OUHSD State Seal of Civic Engagement Application Form. The form will open on February 1, 2026 for Sophomores, Juniors, and Seniors. The application will close on April 1, 2026.

California Department of Education Guidelines:
 
  • Be engaged in academic work in a productive way.
 
  • Demonstrate a competent understanding of United States and California constitutions; functions and governance of local governments; tribal government structures and organizations; the role of the citizen in a constitutional democracy; and democratic principles, concepts, and processes.
 
  • Participate in one or more informed civic engagement project(s) that address real-world problems and require students to identify and inquire into civic needs or problems, consider varied responses, take action, and reflect on efforts.
 
  • Demonstrate civic knowledge, skills, and dispositions through self-reflection.
 
  • Exhibit character traits that reflect civic-mindedness and a commitment to positively impact the classroom, school, community and/or society.
OUHSD Expectations: 
 
  • On track to graduate
 
  • Complete modules for California constitution (or California History or equivalent dual enrollment course) and tribal government 
 
  • Project completed during grades 9 - 12 that addresses a real-world problem and includes the Inquiry-to-Action cycle (student identifies a problem and takes action to determine a solution).  
    • Self-Reflection must include evidence of the project (can be an essay, interview, video, or portfolio) or, if offered, at your school site or in the district an in-person presentation at the VCOE Civic Engagement Showcase.
 
  • Google Form recommendation: Students must procure a recommendation verifying that they met the following criteria:  Evidence of observed character traits that reflect civic-mindedness and a commitment to supporting the school and community.
